Hurricane Ida Community Development Block Grant Disaster Recovery Funds

On September 11, 2021, President Biden declared a major disaster for Pennsylvania due to the effects of Hurricane Ida from August 31 to September 5, 2021. As a result of the declaration, funding was made available through the U.S. Department of Housing and Urban Development (HUD), through Public Law 117-43, to provide disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation in the “most impacted and distressed” areas resulting from a qualifying disaster in 2020 or 2021.

The Commonwealth of Pennsylvania received more than $38.2 million to address needs related to the recovery from Hurricane Ida in 2021. To utilize the funds the State has prepared the 2021 Community Development Block Grant Disaster Recovery (CDBG-DR) Hurricane IDA action plan that provides data on the impacts and unmet recovery needs of the most-impacted communities. The plan also identifies the recovery activities Pennsylvania will undertake to address housing, infrastructure, economic development, and hazard mitigation needs resulting from the disaster. The proposed activities, projects, and programs are intended to help communities build back better.

Community Development Block Grant – Disaster Recovery (CDBG-DR)

The U.S. Department of Housing and Urban Development (HUD) allocated $38,282,000 to Pennsylvania via PL- 117-43 and PL 117-180 to support long-term recovery efforts following the remnants of Hurricane Ida in 2021. Grants for the Community Development Block Grant – Disaster Recovery program will be available for federally designated disaster areas impacted by the disaster.
