State Tax Equalization Board (STEB) Members

The State Tax Equalization Board (STEB) was initially established as an independent state administrative board by the act of June 27, 1947 (P.L. 1046, No. 447), known as the State Tax Equalization Board Law to compensate for the lack of assessment uniformity statewide in distributing school subsidies. In 2013, STEB was formally transferred to the Department of Community and Economic Development (DCED).

The Board consists of a Chairman and two Members. The Board is appointed by the Governor and approved by the Legislature for a term of four years. Each member must be a citizen of the United States, a resident of the Commonwealth and a qualified elector for a period of at least one year preceding their appointment. Each appointment must be familiar, by training or experience, with problems involved in the work of the board. Each member receives an annual salary and meets monthly.

Current STEB Members:

Peter R. Barsz – Chairman [Appointed: November 14, 2017]

Peter R. BarszPeter R. Barsz is a partner in the regional certified public accounting firm of Merves, Amon & Barsz LLC, which services clients throughout the Greater Delaware Valley. The firm’s principal office is located in Media, PA and represents a wide variety of businesses and individuals, as well as charitable and governmental entities.

Mr. Barsz currently serves as the appointed Treasurer of Thornbury Township, Delaware County and Bethel Township, Delaware County and as a member of the Upper Providence Township, Delaware County Zoning Hearing Board. He also has served as the elected Controller for Marple Township, Delaware County and as a member of the Delaware County Industrial Development Authority.

Mr. Barsz serves as Treasurer and Board member of the Foundation of the Delaware County Chamber of Commerce and sits on the DNB First Bank Advisory Committee.

He graduated with a B.S. in Accounting from Villanova University in 1979. He is a certified public accountant licensed to practice in both Pennsylvania and New Jersey.

Mr. Barsz resides with his wife and two children in Upper Providence Township, Delaware County, Pennsylvania.
